Purpose
The Australian Pesticides and Veterinary Medicines Authority (APVMA) invites comment on its draft 2027–28 Cost Recovery Implementation Statement (CRIS). The draft CRIS outlines the fees and levies for recovering costs associated with the APVMA’s regulatory activities.
Changes to cost recovery policy
In May 2026, the Australian Government approved a new cost recovery policy for the APVMA, which will be implemented via the 2027–28 CRIS. Stakeholder feedback raised through previous CRIS consultations and independent reviews informed the development of the new policy.
The new policy requires the APVMA to:
- recover the full costs for most fee-for-service regulatory activities through direct fees upfront
- reduce sales-based levies by 40%, reflecting the increased share of costs recovered through fees
- maintain appropriated funding for activities that deliver significant public benefits, such as emergency use permits
- maintain nominal fees for minor use permits, with remaining costs shared between levies and appropriations.
The APVMA is updating its cost recovery charges following this policy change. The Fees and Charges 2027–28 Consultation Paper outlines the changes to the APVMA’s cost recovery arrangements and how these differ from the 2025–26 CRIS.
Invitation to comment
The APVMA invites submissions on the draft 2027–28 CRIS.
To obtain broader feedback from the industry, the APVMA is meeting with peak bodies. We encourage all stakeholders to provide their comments on the proposed fees and charges.
The APVMA will consider any feedback before seeking approval of the proposed fees and charges for 2027–28 from the Minister for Agriculture, Fisheries and Forestry.
The final 2027–28 CRIS will be published on the APVMA website before the revised fees and charges take effect.

Submissions will be published on the APVMA website unless you have asked for the submission to remain confidential (see public submission coversheet).
Note that all APVMA documents are subject to the access provisions of the Freedom of Information Act 1982 and may be required to be released under that Act should a request for access be made.
