Reporting for 2024–25 is open until 30 November 2025

Reporting for annual returns requires the quantity of product (not active constituent) subject to disposal (imported or manufactured product which is then used or sold in Australia).

For the financial year period 1 July 2024 - 30 June 2025, persons liable to pay levy on products are also required to report the quantity of leviable disposals of these products by 30 November 2025.

This requirement is additional to the declaration of leviable values. Annual returns require you to report the quantity of products, levy requires you to report the sales value of product.

The legislative basis for annual returns can be found in the Agricultural and Veterinary Chemical Products (Collection of Levy) Act 1994, sections 35 to 37. Failure to report annual returns is an offence and may result in a civil penalty of 50 penalty units.

Who should report

All holders have an obligation to provide the Australian Pesticides and Veterinary Medicines Authority (APVMA) with a return stating the quantity of product subject to leviable disposal during the reporting period. 

Leviable disposal of a product occurs when a product is manufactured in or imported into Australia, and subsequently sold in Australia, or applied by the Australian manufacturer’s own use. 

If you have zero quantity to report for a product, please report a 'Nil disposal' by checking the box.

What to report

The total leviable disposals of each product, including units, as a bulk quantity. Records of this information must be retained for 6 years.

You should report the quantity (in mass/volume/units matching your registered formulation) of product imported into, or manufactured in Australia, which has been subsequently sold or used.

When to report

Returns must be submitted to the APVMA before 30 November each year.

How to report

The APVMA has developed an online reporting system to provide returns. To commence reporting, log in to the APVMA Online Services Portal and click on the ‘reporting’ tab.

From the reporting tab, holders can enter a quantity for each product, followed by a drop-down listing the units. Please enter the disposal quantity and select the corresponding units relating to the product, not the active constituent.

We will then calculate the amount of active constituent using the product formulation, and the data you have entered here. This information is largely used to satisfy Australia’s international reporting obligations.

A copy of the data entered can be viewed in a spreadsheet and saved by selecting the spreadsheet icon in the top right-hand corner of the reporting screen.

Who can access the online reporting system?

Anyone who has access to the APVMA online levies and fees system can report. This includes the primary user for the business, nominated agent or authorised agent. If you do not already have access to the APVMA system, you will not be able to report.

It is an offence under the Agricultural and Veterinary Chemicals (Administration) Act 1992 to not provide a return by the due date and penalties may apply.
