Products containing citronella are agricultural chemical products as defined in the Agvet Codes when represented or used as a means of repelling mosquitoes or other biting insects in relation to the area surrounding the citronella product.
The APVMA has granted an exemption for the purposes of sections 75 (1) (b) and 78 (1) (b) of the Agvet Codes for products containing citronella where those products are classified as a candle or combustible stick (ie similar to an incense stick) and are represented or used as a means of repelling mosquitoes or other biting insects in relation to the area surrounding the citronella product.
This exemption does not include products containing citronella mixed with a liquid hydrocarbon based oil or citronella embedded in a patch or band that are then placed on a person or thing for the purpose of repelling insects.
This means that even though these exempted products are “agricultural chemical products” under the Agvet Codes, it is not an offence to possess them for the purposes of supply or to supply them.
This exemption may be cancelled at any time by the APVMA.
The reason for granting this temporary exemption is to ensure that product suppliers are not disadvantaged while the APVMA progresses reservation under Part 2B of the Agvet Codes when products containing citronella are used in this manner.
