Fluquinconazole

The Australian Pesticides and Veterinary Medicines Authority (APVMA) has before it an application from Bayer CropScience Pty Ltd to vary the current withholding periods (grazing restraints) for use of Jockey Systemic Seed Fungicide (Jockey) when used for the control of Take all (Suppression) (Gaeumannomyces graminis), Common Bunt (Tilletia spp.), Seed- and Soil-borne Flag Smut (Urocystis agropyri), Loose Smut (Ustilago tritici), Stripe Rust (Puccinia striiformis f. sp. tritici), Leaf Rust (Puccinia recondita f. sp. tritici) and Septoria tritici blotch (Suppression) (Mycosphaerella graminicola) in wheat seed. This involves approving a new product label for Jockey. Jockey is also registered for use on canola for similar purposes and changes to current withholding periods for canola are not proposed at this time. The application requires the establishment of Maximum Residue Limits (MRLs) for fluquinconazole in milks and wheat forage (dry); the setting of new withholding periods – grazing restraints (WHPs grazing) for lactating and non-lactating animals; and the setting of an export slaughter interval (ESI) for livestock.
The APVMA invites any person to submit a relevant written submission as to whether the application to vary the approval of the product to include the new restraints should be granted. Such submissions should detail comments stating the grounds on which the submission is based. Such grounds should relate only to the trade implications of the varied use of the product. Comments must be received by the APVMA within 28 days of the date of this notice.

Summary of the APVMA’s assessment of the application in accordance with sections 29(1)(e) and (f) of the Agricultural and Veterinary Chemicals Code (the ‘Agvet Code’), scheduled to the Agricultural and Veterinary Chemicals Code Act 1994
The APVMA has evaluated the application and in its assessment in relation to human and environmental safety under section 29(1)(e) of the Agvet Code, it proposes to determine that:
Residues Evaluation
The APVMA remains satisfied that the continuing use of Jockey (fluquinconazole) would not present an undue hazard to the safety of people consuming the produce of crops treated with this chemical or the produce from animals whose diet had included forage from seed treated with this chemical.
The Residue Evaluation Section of the APVMA has completed an evaluation of the data and has supported the proposed MRLs.
Trade Evaluation
The APVMA remains satisfied that the proposed use of Jockey (fluquinconazole) on wheat seed should not affect trade between Australia and places outside Australia. Residues found in wheat forage are expected to pose little risk to the industry when the product is used in accordance with the label directions and Good Agricultural Practice. Accordingly, export of wheat forage treated with Jockey is not expected to unduly prejudice Australian trade.
Grazing/stock food restraints will apply to forage of wheat crops. The likelihood of residues violating the animal commodity MRLs as a result of grazing animals feeding on treated forage and/or fodder and straw is considered to be small.
The APVMA has considered the need for export slaughter intervals (ESIs) for livestock that have fed on wheat forage and hay grown from Jockey (fluquinconazole) treated seed and has determined that an ESI of 7 weeks is required.
The risk to Australia’s export trade in animal commodities is considered to be low.
A Trade Advice Notice (TAN) which includes a more detailed summary of the assessment will be circulated to peak bodies of industry groups to allow comment prior to the determination of the applications. Copies of the TAN are available on request.
