NOTICE

BUPROFEZIN
in the product: APPLAUD INSECTICIDE

The Australian Pesticides and Veterinary Medicines Authority (APVMA) has before it an application from Dow AgroSciences Australia Ltd. to vary the registration of this product to include use on custard apples, grapes, pears, persimmons and passionfruit. This involves approving a new product label for this product. The application also requires the establishment of food MRLs and animal feed commodity MRLs for buprofezin and the setting of new Withholding Periods (WHPs).


The APVMA invites any person to submit a relevant written submission as to whether the application to vary the registration to extend the use of this product to include the above-mentioned new uses should be granted. Such submissions should detail comments stating the grounds on which the submission is based. Such grounds should relate only to the trade implications of the extended use of the product. Comments must be received by the APVMA within 28 days of the date of this notice.

Grazing/Stockfeed: DO NOT graze or cut for stock feed any vegetation present in the area at the time of treatment.


Summary of the APVMA’s assessment of the application in accordance with sections 29(1)(e) and (f) of the Agricultural and Veterinary Chemicals Code (the ‘Agvet Code’) scheduled to the Agricultural and Veterinary Chemicals Code Act 1994.

The APVMA has evaluated the application and in its assessment in relation to human and environmental safety under section 29(1)(e) of the Agvet Code, it proposes to determine that:

The APVMA is satisfied that the use of this product would not present an undue hazard to the safety of people consuming the produce of crops treated with this chemical, or the produce from animals whose diet had included grape pomace from treated fruit.

The APVMA has completed an evaluation of the data and has supported the proposed MRLs and Withholding Periods for this product and use patterns.

Trade Evaluation
Export of treated produce containing detectable (measurable) residues of buprofezin may pose a risk to Australian trade in situations where (i) no residue tolerance (import tolerance) is established in the importing country or (ii) where residues in Australian produce are likely to exceed a residue tolerance (import tolerance) established in the importing country.

Passionfruit, persimmon and custard apple are not considered major export commodities and the risk to Australia’s trade from a possible detection of buprofezin residue in these commodities is not expected to pose an undue prejudice to trade.

Grapes are considered a major export commodity. Proposed MRLs of buprofezin in table and dried grapes are equivalent to, if not more than, MRLs for buprofezin in these commodities in other countries. For wine grapes, the proposed use will be no later than 80% capfall and residues in wine are below the limit of quantitation, or 0.01 mg/kg. Additionally the applicant has proposed that the product label will include the following statement:

“Crops such as table grapes grown for export may require a longer interval before harvest to comply with residue standards of importing countries. Please check with your exporter before using Applaud Insecticide”

The Australian MRL for pear is less than those established in other countries. It is expected that the use of buprofezin on pears will not unduly affect exports of this produce from Australia.

The current animal commodity MRLs are adequate to cover residues in animal commodities resulting from use of treated produce (dried grape pomace) as animal feeds. The use therefore does not present any additional risk to Australian trade over and above that exists from currently approved uses of buprofezin.

The APVMA welcomes comment on the potential risk to trade and the proposed risk management strategy. A Trade Advice Notice (TAN) has been circulated to peak bodies of industry groups to allow comment prior to the determination of the application. Copies of the TAN are available on request or on the APVMA website www.apvma.gov.au.
