The APVMA is conducting a review of its cost recovery framework in accordance with the Australian Government Cost Recovery Guidelines (2005).
In late April the APVMA sought submissions on the existing cost recovery framework. We also sought views on indexation to ensure the set percentage of cost recovery until the next review; and how our cost recovery framework should cater for changing expectations and technologies.
The first submission period closed on 30 May 2008.
Issues raised in this submissions process will be compiled and considered during the preparation of the Draft Cost Recovery Impact Statement (CRIS).

Stakeholder feedback will again be sought on the Draft CRIS before APVMA finalises its position in early November 2008. Any changes to the cost recovery framework will be effective from 1 July 2009.

What is the existing cost recovery framework?
From 1 July 2006, a new tiered levy rate structure replaced that in the Cost Recovery Impact Statement, 2005. Further information about the current levy structure can be found here.
Why is APVMA reviewing its cost recovery framework?
The current review flows from a whole-of-government requirement that agencies undertake a review of their cost recovery arrangements at least once every five years.
What will be the outcome of the review?
The outcome of the review will be a Cost Recovery Impact Statement (CRIS). Any changes to the existing framework will be effective from 1 July 2009.
When was the last review undertaken?
The last review was conducted by the Department of Agriculture, Fisheries and Forestry in 2003/04 and resulted in a final Cost Recovery Impact Statement being released in March 2005.
