STRATEGIC OUTCOMES

Updates on external reviews of the APVMA

The Board was briefed on progress of the ANAO Performance Audit of the APVMA.  Management has provided ANAO with its response to the proposed recommendations for inclusion the final report.  As previously advised, it is anticipated that the report will be tabled in Parliament in early December 2006.  Management advised that it is developing a detailed implementation plan and will report progress to future Board and Audit Committee meetings.

The Board also received a further update on the proposed changes to the APVMA’s corporate governance arrangements in particular:

  • feedback on briefings by DAFF to industry and government stakeholders
  • the necessary legislative amendments to the Agricultural and Veterinary Chemicals (Administration) Act are being drafted with a view to achieving a 1 July 2007 timeframe for commencement
  • legal advice that the new arrangements will enable the APVMA to retain its existing functions and powers as an agency under the Financial Management and Accountability Act; and will have no effect on existing conferral of powers under State and Territory legislation.

CHEMICAL REVIEWS

Carbaryl

The review of carbaryl was progressed at APVMA23.

The Board accepted the findings and proposed regulatory decisions for the Review of Carbaryl – Part 1: Home Garden, Home Veterinary, Poultry and Domestic Uses and agreed to release the Final Review Report.

The Board also received updates on chemical reviews, in particular the ongoing review of diazinon and implementation of the outcomes of the review of 2,4-D high volatile esters.

OTHER APVMA 23 OUTCOMES

The Board received demonstrations and briefings on progress with developing the APVMA’s new Electronic Application Registration System (EARS) and the comprehensive re-design of the APVMA website.  The EARS system is expected to significantly enhance the lodgement and management of registration applications and is on schedule for release in the first half of 2007.  The re-designed website will provide greater access and functionality to stakeholders and will be available from December 2006.

The Board noted and recorded its congratulations to staff for their contributions to:

  • the APVMA winning the 2006 Comcover Award for Excellence in Risk Management
  • ensuring the APVMA’s move to new premises at Symonston, ACT was completed successfully with minimal interruption to operations.
