STRATEGIC OUTCOMES

2005-06 Financial Statements

The Board noted and approved the financial statements prepared for the year ended 30 June 2006, noting that the APVMA had received an unqualified audit report from the Australian National Audit Office (ANAO).  The Board observed that operating costs for the APVMA have been restricted to an average increase of only 0.78% per annum over the last four years, during a period of major operational reform and implementation of new legislated provisions such as data protection.

2005-06 Annual Report

The Board noted completion of the draft 2005-06 Annual Report and approved its submission, with minor amendments, to the Parliamentary Secretary.

Updates on external reviews of the APVMA

The Board received a further briefing on progress of the ANAO Performance Audit of the APVMA.  The ANAO has advised that the final report is likely to be tabled in Parliament in late 2006.

The Board also received a further update on the Uhrig review of the APVMA’s corporate governance framework and noted in particular:

  • the Minister for Finance and Administration has endorsed recommendations for the APVMA to become an executive agency under the Financial Management and Accountability Act.
  • APVMA Management has begun preparations for transition to the new governance arrangements in anticipation of implementation on 1 July 2007

CHEMICAL REVIEWS

The following chemical reviews were progressed at APVMA21.

Azinphos-methyl

The Board noted and approved the release of the Preliminary Review Findings (PRF) for Azinphos-methyl for three months public comment. It is anticipated that the PRF and related documentation will be available on the APVMA website by early October 2006 at apvma.gov.au/chemrev/azinphos-methyl.shtml.

2,4-D

The Board noted an update on the APVMA’s assessment of submissions received during public consultation following the release of the PRF for 2,4-D (Environment) Part 1: Esters. The Board requested further identification of the type of additional data the APVMA would require for it to assess comments made by stakeholders which did not support the proposed regulatory options contained in the PRF.

Other review matters

Directors also received a further update on proceedings before the Administrative Appeals Tribunal regarding the review of virginiamycin.

OTHER APVMA21 OUTCOMES

The Board noted preparations by the APVMA to hold a Spray Drift Forum in Canberra on 16 August 2006 to present the latest draft spray drift discussion paper and obtain views from a cross-section of government, industry and community stakeholders, including members of the APVMA’s Community Consultative Committee.

Directors noted that the current APVMA Certified Agreement (CA) expires in early 2007.  The Board endorsed Management’s proposed approach to renegotiate a new CA.

The Board considered and noted the Annual Report of the Audit Committee provided in accordance with the Audit Committee Charter.
